Several sites and artists offer music for free:

http://www.moniquebrumby.com/
http://www.numavox.com/home.htm
http://free.superhits.ch/
http://www.devo.com/fabco/modules/news/
http://www.garageband.com/
http://ccmixter.org/
http://magnatune.com/
http://tonspion.de/
http://www.jamendo.com/
http://www.pirates-r-us.com/
http://pierre.musy.googlepages.com/
http://audio-adventure.de/

These are mostly less known artists, as few major labels allow their contractors to offer their music for free.

There's a tonne of free music out there, but it doesn't seem to find its way to a single web site (as far as I know). Thousands of people write and record music that will never make the mainstream. Some is good some not so good. Many aspiring bands also release a song or two, but the music is usually confined to their sites. Unless someone comes up with a specific URL, I suggest you do a Google search on 'free music' and add the genre you prefer. If you're looking for mainstream music, I guess you meant Napstar and not Netscape who I think never got involved in music. Napstar got nailed by the copyright bods and ended up in serious trouble because they were 'sort of' printing dollar bills and handing them out to everyone. A few sites still play this game, but I'm not sure I can tell you who. Do a Google search for 'peer to peer' or ask your mates. Be warned, some of the people offering free music want you to install a program filled with spyware.

Limewire.com will give you free software to download... like an Instant messenger, except entirely for file sharing with random people throughout the world.

iTunes has the free weekly downloads listed on iGoogle. But you are not being reasonable. You can record streaming mp3 at your leisure.
