Barbara is right, the "hot" water coming out of the tap is not hot enough to kill pathogens[germs]. If it were, you would have burned hands! And hot water saps all the natural oil from our skin, leaving it dry, with the potential to crack, and leave a entry for germs [pathogens].
Hot water isn't necessary to hygiene, it costs money, so it isn't provided.
Have you noticed that some taps are preset to provide a certain temp of water, neither hot nor cold. I went into a public restroom [a rare occurance], on a hot day, thinking a little cold water from the tap would feel very nice, splashed on my hands and face. I left dissappointed, there was only warm. So these restrooms are both saving money on the hot water, and keeping us from getting burned.

In many cases, it is so customers will not burn themselves and then bring a lawsuit against the business. In a restaurant, the temperature of the water in the restroom may be turned down, but there will be very hot water in other areas such as the kitchen where customers do not have access. This is one of the reasons why in the restaurant where I work, we are required to wash our hands in the restroom and then again in the at another sink with warmer water.

I'm usually able to get hot water in restaurant restrooms. Perhaps they used up all the hot water.

I haven't encountered this problem.
But I wanted to set everyone's mind at ease and say that if properly done,hands washed in cold water are just as clean as those washed in warm.
As a matter of fact, hospital educators tell you that if you only have the choice of cold or hot, use cold, because hot will cause tiny cracks in your skin where microorganisms love to grow.

You know what you are right.
well i know tat the nice restaurants have hot water.
but hot water is expensive so thats why so many restrooms dont have hot water.

typically its because of the potential for the all american lawsuit... they are afraid if they actually make it hot, someone could burn themselves and then sue because they shouldnt have had the water so hot... and anyone who owns a house knows that even if you have the tempature regulated on your hot water heater, there are still sometimes when the water comes through alot hotter than its supposed to... unfortunatley, it is all liability... personally it makes me nervous because without hot water, the people that work there are killing as much bacteria/microrganisms when they wash their hands and then they are going back and handling my food....

In this day of stupid old ladies who put coffee cups in their crotch the sue when they get burned, I'm surprised anyone would ask this question.
But, since you did..... They don't put hot water in public restrooms because some MORON would either turn it on too hot, burn themselves and sue, or let their kid do it.
