A flipper is meant to be a temporary way to replace the missing tooth. Because it sits on the gums rather than teeth, like a partial denture does, the flipper can move up and down a lot. And because it doesn't have metal clasps like a partial denture, it doesn't lock onto other teeth, and so it moves around. You would be much better off getting an implant or a bridge or even a partial denture.
Also, if it moves down a lot when you bite, maybe the bite on it is high and it needs to be adjusted, but if you are chewing food, it is normal for it to move up and down. That is why dentists call the "gum strippers".

It isn't perfect, the one I had wasn't anyways. You will get use to it. Hope you can get a bridge soon, and get rid of it.
