What does "those with consultancies with" mean here?? (details below)?

It's about how Wealthy people claim there's no inequality in India.
And it says: "Those claims come invariably from those who have done very well for themselves in the past decade. From those with consultancies with the World Bank, the IMF, the WTO."
Does that mean that they GOT consultation from IMF etc??

Normally it means that they work or have worked as consultants for these organisations.

Nope, it's the other way around. It means the IMF, WTO and the world back availed of their consultancy services.
