I have a friend who has warrants for unpaid tickets in Texas he plans to move back to California if he gets pulled over can he get arrested? He has a California license, if he has to register his car again there will they let him? What if he's in the process of paying them, will it still affect him?

if he is still in the u.s. he can still get arrested for it, regardless of what state it is

He certainly can. There is nothing that will stop him from registering his car, but why is he being stupid about his tickets? If he really is in the process of paying them down, there wouldn't be a warrant, because he'd have to go in and negotiate. As long as the warrant is valid he can be arrested. Remember, the cop has no choice, even if Mr. Wonderful is sending his $10 a week, if the warrant is active the cop has no choice.

You're not understanding the problem.... at his point, it's not just a matter of him paying the fines/fees... A warrant is an order signed by a judge that tells law enforcement to deliver a person before the judge. While it's true that many states won't arrest on out of state warrants unless they're felony warrants, many states still do...

If he has traffic tickets that have gone unpaid and went to court and he didn't show up for his courtdate, then a warrant is issued and yes, he can be arrested no matter state he is in.

Best he takes care of his tickets now.

Toddles is incorrect. Another state can retrieve information from another state on whether a person has warrants based on unpaid traffic tickets. Most likely a Failure to Appear for court-issued warrant. It will show up.

Absolutely not. Traffic tickets are violations-not misdemeanors nor felonies. An arrest warrant for a traffic violations may only be executed in the county or an adjacent county in which it was issued. if you are out of state and get pulled over by the police, it will never show up. In order for a name to be placed in the NCIC (national criminal investigation computer it must be: 1) a felony and 2) the state where the felony was committed MUST be willing to extradite

no he cannot be arrested for unpaid tickets. however, if he were to be arrested for a different offense, and they did a nationwide warrent check on you and found out you had warrents, they may be able to extridite you back after theyre done with you.
and no ....the dmv is just that...department of motor vehicles. they dont have any way to tell anything about his texas driving record from california.

he can and will get arrested if pulled over if there is a warrent for him
they wont let him register the car if required and possible will alert the police where he is
and yes it may still affect him considering there is a warrent...

Yes he can. All police departments are connected by computer. All they have to do is run his date of birth and social security number and "BANG" THEY GOT HIM ! ! !
This is called being extradited. If he is in the process of paying them, then he might have to settle in traffic court before he leaves the state. In fact it is better to let the traffic court know what he is planning to do before hand.

gonna all boil down to computer tracking. pretty soon unpaid parking tickets from long ago are going to start dinging your credit when people try and start collecting those fees.

are not liberal politics grand!
