I am assuming you mean long rifle .22 or .22 shorts. Definitely go with long rifle. Ammunition is easier to get, actually useful for small game hunting, and probably cheaper (due to volume of sales).
I am also not sure if you are asking about gettin one chambered for strictly .22 short. I don't know if any of those are still made. .22 long rifle ammunition is so cheap and the recoil is next to nothing, I see no benefit to .22 shorts.

Nearly all .22 rifles will have caliber listed on the barrel with the notation of which round can be fired in it. If it is limited to shorts, it will say so. Most say: Cal .22, s, l ,lr, meaning it will fire shorts, long, or long rifle. I have a Springfield 187L semi-automatic that will fire all 3, but the shorts will not work the action.

I am not sure of the question but if your asking about interchangeability between shorts, longs, long rifles then they are interchangeable UNLESS, the barrel says .22 short only.
You can also use CB caps and powder-less 22 in them if you are intending to do some indoor range shooting. Keep in mind though, even the CB, BB, shorts, or powder-less ammo can be dangerous. Sighting in the gun for any of the less powerful shells will mean you have to re-sight it if you are going to higher velocity.
