Rockland would probably be the closest to the city AND the cheapest. Westchester and Nassau can get expensive. Orange and Putnam are further out than Rockland from NYC.

Not counting commuting costs as a factor, probably Rockland or Orange - but not ALL parts of Orange. Some areas (like Monroe) pay $22,000 in TAXES on their houses a year. There's parts of Rockland like that as well. Westchester and Nassau are both pricely across the board, and parts of Putnam are as well...

Putting commuting costs into the mix pretty much takes Orange out of the running, since it's easily 60 miles from Midtown. I would also rule out Putnam for the same reason.

Now, if you want truly cheap, you have to go into Northern Ulster or Sullivan - NEITHER of which are feasible for a commute into the city.

I would pick Rockland, it's not a horribly long commute from the city and it's cheaper then Westchester and Nassau. Putnam and Orange County are a little further away from the city but still in commuting distance.

putnam is the cheapest look into maopac NY a fredinf lives in the area, that is also with the PD great area, good prices, good places to eat and close to getting everywhere u need to go...

Westchester is the most expensive.
Orange or Roackland is somewhat reasonable.
