i think its important to house train your puppy so that he goes outside but in some situations its very difficult for a little puppy to be expetced to hold it while you go outside...we live in a high rise apt. and it would be very hard for him to hold it while we waited for an elevator to take us down to go out to pee..so if you have to train him to go in an acceptable place in the house this is how we did it..
puppy pads...they're available at any pet store...they have a scent on them that attracts your puppy and makes then want to go on them...they worked for me!! i was also able to later litter train my puppy so he now goes in a litter box!!...but also try to keep him more confined to a certain area like the kitchen..or hallway ect. once he has been going consistently on the puppy pads for a week then slowly make the area bigger..and always keep the pad in the same spot for now..eventually you will be able to move it and your little guy will look for it and hold it before he goes anywhere else in the house..hope this helps! ps he has no problems going out side when we're on walks or playing..

You need to have as much patience as possible when it comes to this. A puppy is like a baby at first and has no idea when it is supposed to go, where it is supposed to go - it just happens. Usually a puppy will whine right before it has to go. For the first day or two I would set up a small area for the pup that includes papers (or they even have scented pee pads at petco that you could use) and if you see the pup attempting to go elsewhere pick her up and bring her over there to finish. Once that seems to have worked take an already peed on pad or paper outside with you and put it on the ground next to grass around the time you think your pup will need to go again. Usually when they are a pup it is not long after they drink or eat. This can work if you take the time and actively try it several times. But don't stress if your pup doesn't catch on the first few times - there are still going to be accidents. Whatever you do - do not punish or push a pups face into an accident - this can cause training problems later on and trust me it isn't going to make them realize they did something wrong. As for being hyperactive and not willing to accept training - how old is your pup and what breed? Some breeds are more hyper because they need a lot of exercise and some dogs just aren't going to sit because you say it. I would highly recommend going to the bookstore and buying a training book for your breed of dog. There are plenty out there. If you can afford to do a puppy class (there are a lot of affordable places nowadays) that would be even better and you would be socializing your pup at the same time - which is very important too! The first several months of having a puppy can seem very trying but you need to remember they are like babies at times. You need to have loving patience so you can look back at these moments and laugh. My pup is now 9 months and boy I look back on those nights where I thought I was going to go crazy and laugh- but it was worth all my time and energy and patience.

Why do you want her to go on papers? This just teaches them it's ok to go to the bathroom in the house. Crate training is the best solution. Go to www.siriuspup.com and click on behavior and read Dr. Dunbars crate training info. Crates are tools, not jails, so she can't live in it. Use is wisely. She needs lots of exercise and training at this age. You just can't get a puppy and expect it to know everything all by itself. Someone has to show it what to do, and give it lots of praise when it does a good job. It sounds like you need a trainer or further help with her.

I think papers are a lazy way to train. I do not write this to be rude though I am sure it comes across that way. I think the best way is take the dog out every 2 hours until they are about 4 months old. Routine and time!
