OASDI is social security only, not social security and medicare. The Federal Insurance Contributions Act (FICA) provides that both of the following must be withheld from your pay: 1. Your employer pays the same amount. The total amount paid is 12.4%. 2. The medicare program. The tax rate is 1.45%. Your employer pays the same amount. The total amount paid is 2.9%. The total of the tax rates that you pay for these two different programs is 7.65%. Your employer pays the same amount. The total of the tax rates paid by you and your employer for these two different programs is 15.3%.

No. If you could no one would pay. That is why the law says NO to your question.

The number of exceptions to that are small and re-writing of laws reduces them ever year. For example at one time if you were working for a non-profit you could opt out.
