Haha! No, why would they be? What for? Casinos make hundreds of dollars every MINUTE off rakes from all their rooms, why would they risk that by rigging the cards? Outcrys of rigging are usually just from poor losers who neglect to recall that poker is, in fact, a game of chance and EVERYONE, i mean EVERYONE has received bad beats, some people countless times. I've been in many a hand where the river absolutely killed me cuz some amateur was calling 9-6 off suit all the way to the river when I had top two pair at the flop (8-T-Q, me holding QT, turn brings a 6, river another 6... this is just one recent example). But on the same token, everyone has had at least one bad beat save them. I don't care who you are or how unfair you think bad beats are, EVERYONE has been saved by the river at least once, even the people crying "poker sites are rigged!" It's happened to me countless times as well. That's the great thing about poker: no matter how far down and out you are, you almost always have outs. As long as there's at least one out left, you will ALWAYS have a chance to save your hand. That's why Phil Hellmuth's ranting bugs me, he doesn't seem to get that. Poker isn't pure logic, it's also chance and chaos. That's why I love it. If you can't handle that, go be a software programmer or something.
I neglected to mention, I'm referring to poker sites. I don't do other forms of gambling so outside of poker, I don't know.

1. No. Certainly not most, can't swear to 100%. 2A. What do you mean, make the software transparent? Give away their program so anyone can take it? 2B. Why would the government make a company give away it's code? How do you know there aren't regulations? 3. The charges against pokerstars from the US had to do with US banking laws, nothing at all to do with the legitimacy of the poker playing. Lastly... already been answered. I'd be happy to look at evidence of any wrongdoing, and when poker players themselves found the problems on absolute, which had to do with a corrupt user, not the randomness of the cards (they've never had a problem with pokerstars) I looked. 99% of the time, the complaints are just people that whined that they lost with no evidence. For instance, you've presented no evidence, even though your already have your mind made up. (Possibly better off going to a real forum to have a conversation as opposed to this site. Little chance I'll look again to see if you added anything further)

No, if you register in a site that is legit, no. I play in this site from 1 year and I can guarantee you that I played almost everything and I am absolutely sure its not rigged. Plus the site is so big. There play nearly million of people. There wouldnt be so much people playing there if it was rigged. See the link for the site.

There are some that may be rigged. To minimize your chance of being taken by a dishonest online gambling site, read on....
There are two main organizations that attempt to regulate online gaming sites; they are the Kahnawake Gaming Commission and eCOGRA. Gaming sites that are members of these organizations agree to be bound by certain rules and regulations regarding fair play, dispute resolution, and the like. In my opinion, sites that are members of these organizations are legitimate and can be trusted.
You can read more about these organizations at the following links:
Kahnawake Gaming Commission - http://www.theonlinecasinogamblingdirectory.com/kahn.htm
eCOGRA - http://www.theonlinecasinogamblingdirectory.com/ecogra.htm
You can use The Online Casino Gambling Directory to find gaming sites that are members of one or both of these organizations; click the link that corresponds to where you live:
Kahnawake Gaming Commission member sites:

a lot of people believe they are and well could be, with little or no regulation.
I once lost 50/50 races 17 times in a row once I had run up some winnings that is an unbelievable run of bad luck. the next time I ran up my winnings I had almost the exact same run of bad luck. I only play on PokerStars now.
