I never did...I always used cedar wood chips. They keep the smell down. Although I don't think paper will hurt them. I use to let my hamsters chew on empty paper towel rolls and empty toilet paper rolls. They loved them and it never bothered them.
EDIT-The whole thing about not using cedar wood chips is crap. I had many hamsters when I was younger and they lived 3-4 years...I even had one that lived 5. They weren't sickly at all.

Never use cedar chips...the aromatic oils become toxic when urinated on and the fumes are deadly. Shredded paper or newspaper is fine. Inks on newspaper today are not toxic. Paper towels are fine also. Invest in a paper shredder and shred any kind of paper and you'll have a nice supply of bedding. Some paper isn't as absorbent, so you'll have to change it more frequently.

You can even use newspaper, that's what our vet recommended for our rats. She said its just fine, but be sure to change the cage frequently, every few days.
Edit: whatever you do, DO NOT USE a fabric that can fray. The strings can wrap around little toes and ankles, cutting off circulation. Use fleece or felt if you want to use a fabric, as they don't fray.

Any kind of paper that has any ink in it (news paper and all that ) is bad for them due to the ink. Just stick to normal hamster bedding!

Paper? They could use it, but think. Paper came from trees and dwarf hamsters dont eat trees. If they did they would get sick. So, no I say just go with the cotton bedding

depends what paper, if you mean the paper that you write on like plain paper then no becaus ethis would give your hamsters paper cuts and could realy slice their poor legs but if you mean the paper you buy in packets in a pet store thats soft then yes but make sure the paper stripes arnt to long and their legs could get cought in them.

if you know where a pet store is there is some different colored clothy paper stuff and it soaks up very good and hamsters love to hide under it. I wouldn't use regular paper.

YES! I actually use recycled paper bedding for my mouse. It is safer than wood chips, and cleaner too!

I wouldn't. I would fold up a towel and put it in there for them to go through.
