In the Roman Catholic church, you have to be dead for five years before someone can start petitioning to have you declared a saint. They'll make exceptions sometimes, as they have done for Mother Teresa, who I think at this point is declared "Blessed".
The rules may be similar in the Episcopal Church.
Among many Protestants, a "saint" is any follower of Jesus, living or dead, particularly if they have been born again. The term "saint" particularly means that you've been sanctified and set apart for God. Saint is not an official term here, but a generic term.

There are more than 10,000 Roman Catholic saints.[1] The older term for saint is martyr, meaning someone who would rather die than give up their faith, or more specifically, witness for God. However, as the word martyr took on more and more the meaning of "one who died for the Faith," the term saint, meaning holy, became more common to describe the whole of Christian witnesses, both martyrs and confessors. Anyone in heaven is, in the untechnical sense, a saint. Unofficial devotions to thus-far non-canonized saints do exist in certain regions.

Bible calls all the believers saint but that does not mean a person is holy, perfect and better than other. You cannot compare your mom with St. Mother Theresa. So many people use the word loosly and it is ok to do it.
Saint is a sanctified person whose sins are forgiven by the blood of Jesus.

I am sorry for your loss....
Sounds like mom was a great lady. I am sure she treated everyone very well,pitched in and helped when needed and volunteered a lot. She most likely went to church and also helped where she was needed. It sounds like you had a great mom. Congrats.
