Even if a person doesn't believe in him would he look to them in a good way if they loved all life unconditionally.

It would be kind of hard to see a person give all of their heart and soul to their fellow man throughout life to only end up in hell.

He said that, "The greatest of these is to love God and one another."
That sums it all up.
Yes, it would be hard to see that....very sad.

This sums it up for you just so you know..The most important command is Love the Lord your God with all your heart with all your soul and all your strength and love your neighbor as yourself...notice we are to love God above anyone or anything and so if you do not believe in him how then can you love him?

God does love everyone; He gave His only begotten Son~ You already knew that~
As for your question, I am not sure what you are asking~
I am going to answer with what I think you are saying:
My understanding is you are asking if God looks at the unsaved in the same way as the saved: The answer is no. I hope you ask the Lord for guidance & study the Bible for further understanding~

God judges us according to his rules, not yours. Be careful, what you are trying to do is cast God in your image, not the other way around. Rather than looking inside yourself to decide what you think God ought to be, all you have to do is read the Bible. God has given you a way to understand who He is and what he wants you to be.
God does expect us to love one another, but also to love Him. He expects perfection from us, but at the same time, He understands this is impossible. So he gave us Jesus to take the blame. All we have to do is recognize that we need Jesus to make us blameless in God's eyes.

I have to admit that some people are very hard to love. But karma tell us that we have to love, and to forgive or else we will keep making the same mistakes over and over again.
