A tripod is to keep a camera steady, not elevate it to the stratosphere. What i used for high shots is a step ladder. If you want pan/tilt functions, you can get a clamp-on head from Bogen that attaches to any support.

I can't tell you where to buy one but when I needed one I taped a two foot stick to each of my tripods legs. It worked fine for what I needed.
