I went blonde with lemon juice in college. Here's how I did it...
Spray bottle with real lemon juice mixed with water (about 50/50). Laid out at the pool and got in pool to wet myself down top to bottom, got out and sprayed on lemon juice and let hair dry...when mostly dry, repeat process...the chlorine worked with the lemon juice to lighten my hair. We spent nearly every day about five hours per day at the pool and it took about two weeks for me to go from light brown to sandy blonde...by the end of the summer, I was platinum blonde (no green from the chlorine because the lemon juice countered that effect).
Other things I tried was a solution of lemon juice and hydrogen peroxide...dried out my hair a bit but could get results much faster even without the sun (hair dryer). A product called "Sun-In" also worked well with the sun or the dryer (it was is basically peroxide and lemon juice w/ some conditioners).
Beware of any of these strategies...in every case, after I achieved some nice blonde highlights, my hair would take on a brassy/orange tint and then I had to take it to platinum to get rid of the orange color. I have MUCH better luck now paying a salon to do some highlights a few times a year, use a highlight activating shampoo, and spend a normal amt. of time in the pool and/or in the sun to maintain the sandy blonde color I like!

That's usually for blonde hair, I don't know what would happen on brown hair.
Are you doing it right? Get a spray bottle and spray your hair every 15 minutes or so as you sit in the sun.
Why don't you just dye your hair blonde? It would take like half an hour.

lemons are usually for blond hair. im not sure about lightening but vinegar gives a very good shine and makes darker hair look gorgeous.

my aunt used to do this in the summer. she kept a spray bottle of it and would lay out in the sun. she'd lightly spritz her hair every few minutes and let it dry.
