Nope. I have chubby arms so they are wide and yet I am pretty weak. A muscular person would probably have a slimmer arm than me and be far more strong than me.

actually not really, it just means then hold more water which does not look great in my perception. but if you were worried about your chest girls with bigger arms can have larger breast. but again this does not look very great either to me. small arms is an sign of your bone structure usually smaller or skinner person. Also being smaller does not mean weaker but rather quicker.
A larger armed person would usually move slower does the actuate time of there strengeth would not show until after it was needed. Hence larger people tend to be tired more often.
Your strength is really depends your knowledge of your body performs the best not what others look like.
