You could put a teaspoon of either Olive Oil, Evening Primrose Oil, or just plain Vegetable Oil in her meal once a day. This will help her dry skin. (Recommended by my Vet for one of my dogs and it worked)
Sometimes the fur on black dogs can turn a sort of orange colour if they have been neutered or spayed. I had a Flatcoat who had the same thing a few years ago I used to get him groomed regularly at a Grooming Parlour and this helped to stop the split ends.

Does she lay in the sun? That will frequently turn black hair orange/reddish color.
Dry skin can be a symptom of not enough fatty acids in the diet--Omega 3 & Omega 6 fish oils. You can buy them though your vet or a cheaper solution is to get Fish Oil Capsules, 1000mg, and give her 2-3 a day. It should say Eicosapentenoic Acid on the label under ingredients . This is cold fish oil, and the best source. It will help the skin to be supple and smooth, and put a shine on the coat. It's the first thing veterinary dermatologists reach for in any derm case. They are also anti-inflammatory, and can help with sore joints as well! I have 2 dogs on them at the moment. You can ask your vet about them and he'll tell you.
Also, try not to bathe so often as it removes a lot of natural oils from the skin. Use a soapfree shampoo when you do bathe. If you are bathing so often because she smells, then there could be an underlying skin condition like a staph infection or seborrhea.

Hmm. Usually hair that's turned orange and dry is caused by sunburn. Is your dog an outside dog? If so let her come inside, or at the very least, make sure she has plenty of shade!
It's also possible she could've gotten splashed with, or laid down against a chemical that's burned her. If you suspect that, take her to the vet to help heal her skin.
If it's just sunburn and/or normal dry skin, bathing her every week will actually make it worse by stripping the natural oils from her coat. There are some sprays like tea tree oil and other such things you can work into her coat and down to the skin and see if that helps, but usually what works best for dry skin in dogs is a supplement. You can use a gravy/oil type supplement or a pill, anything that's labelled for skin and coat care for dogs. I give my dog these two supplements to help with his allergies and dry skin:

Ever since I started him on the supplements, he rarely itches and never flakes during the allergy season. The only bad thing about supplements is that they generally take several weeks before you see any difference. I'd recommend you make sure your dog stays out of the sun except for walks/exercise, stop bathing her so often, and get her started on a supplement. Hopefully you will see results in a few weeks. If it seems to get worse, doesn't get better, or you suspect a chemical burn, take her to the vet right away.

You are drying her out bathing her all the time. The orange suggests that she spends alot of time in the sun? I would check her dog food, and make sure she is being fed a good quality diet. I would also add Omega 3 oils to her diet.. it'll help with the dryness.
You have to quit bathing her weekly tho. It's stripping her protective oils from her skin and coat.. If she is getting dirty.. Get a pail of water and a towel and wipe her down only. The soap is killing her coat.
Doesn't matter if it's oatmeal or anything else.. Soap cuts grease and oils and it's doing the same to her coat.

I bathe my dog once a week, and he seems fine. I think each dog is different in terms of how often you should bathe him. But you might want to try bathing him less often to see if it helps him. You can also get waterless dog shampoo that you brush into their coat and then brush out, and it doesn't dry their skin as much. I think it's really weird that parts are turning orange, though. That sounds like a chemical reaction. Maybe you should take her to the vet if that doesn't go away.

First off, once a week is too often to bathe a dog. Once a month is the minimum that you should bathe.
Secondly, if the hair is splitting and turning orange, this is not from being dry. It sounds like it has been scorched from heat. Has she been laying somewhere that is really hot, or leaning against hot metal or something. I would look at that option rather than just trying to moisturize.

You may be bathing her too much. I had three labs, and we couldn't bathe them more than twice a week without them getting dry flakey skin. We used oatmeal shampoo, but then switched to the medicated shampoo from the vets as they got older. There are alot of medicated lotions you can use for their patchy fur. Ask any vet and they should have some one hand.
Also try feeding her some wet food everyother day, or adding a bit of vigitable oil to her food every other day. My dogs loved it, and it kept their skin and fur nice and shiney.

Ok I'd say once a week fo bathing is way to often, the reddend hair isprobably because the dog was exposed to heat/ the sun for too long or something else burn it ??
Friend with a brown lad had colour of fur change on it's back as the lab sunbathed everydat -- ( plus Black attracts heat ) try giving your dog an omega fatty acid supplimet to tuna ./ samon once a week- triple check there are no bones !!
I have a sptiz breed & this works great on his coat !

My dog has extremely dry skin also. It sometimes get to the point where her hair begins to fall out. My vet actually told me not to bathe her as often and give her a raw egg every other day. If it gets too bad your vet could give her a cortizone shot.
