It might tone down hair color; but it won't remove it. Here are a couple tried and true uses for it.
Squeaky clean hair: Add a teaspoon of baking soda to your usual shampoo bottle to help remove buildup from conditioners, mousses, and sprays, and to improve manageability.
Chlorine remover: Rinse hair with 1/2 teaspoon baking soda in 1 pint water to remove the dullness or discoloration caused by chlorinated pools
In emergencies, use baking soda as a dry shampoo on oily hair. Sprinkle on your hair and comb through, then fluff with a blow dryer

I've used dry baking soda to take oil out of hair like for a horse tail combing it through the strands. Works good for that. No color changes happened.

it will tone down color...if you've just dyed your hair and the color is too strong. Baking soda will not do anything to hurt your hair, but it will help to tone down the color faster than just regular washing.

Won't remove bleach, will tone down colour. Leaves hair lovely and soft and shiny though!! And is great for shifting mousse and hairspray build up.

baking soda will do absolutely nothing to your hair whether its wet or not, peroxide now will lighten your hair thats how people used to lighten their hair in the good ol days.

It wont do anything. Baking soda is used in cookies and other delicious baked goods... not hair.
