Contact the US Customs Service. Duties for electronics are all over the scale. There's no way to avoid paying the duties. They will be levied by the USCS upon entry into the US and are collected by the shipping company prior to delivery.

And the USCS will also collect state sales taxes unless you have a reseller's certificate.

If you don't pay the taxes then you cannot get your car. Keep in mind Customs charges a daily storage fee. If you wait enough days you will owe thousands of dollars to Customs. The fees for all the paperwork will exceed the cost of your car. NOBODY IMPORTS CARS FROM JAPAN. If you could just import cars from Japan then Toyota, Honda and Nissan would not build factories in the United States of America. The United States of America has the highest minimum wages in the World and you can make cars cheaper anywhere in the World. The Taxes from Japan are INSANE to protect General Motors, Ford and Chrysler. If you are a millionaire buying a classic car then that's fine but if you are just an employee trying to save on your next car then you will lose thousands of dollars.
