Drive him away from television or other distractions (don't yell too much, just firmly tell him that it is time to study, and help him out for a while, as previously stated), but tell him that if he does a certain amount of studying (and you can quiz him afterwards saying he must get a certain amount right) he can take a break. Try to be as positive about it as you can, otherwise he will see studying as something negative.

well, when I was a kid, my dad motivated me by the seat of my pants...quite effective, but not politically correct these days. You might try offering something the kid really likes and can't get on his/her own if they complete their homework in a timely fashion.
