No the politicians are also responsible who do not take strong action against the people who live in "Jopar Pattis". Normally they make the house on govermnet land which is left for water to flow through. As these people normally vote and are considered to be vote banks by these politicians.
To break this more and more educated and middle class people should vote to become vote banks and get there work done.

It it not that only the Municipal Corporation is only responsible for water logging in the cities but it has an important role in it. It has a sole responsibility to remove the water as early as possible. You know, due to logging of water people suffer a lot. The transport system breaks down, people suffer from different kind of diseases, school & colleges remains closed and some important works remains pending on those days.
There are lots of reason for logging water into the city. It is mainly due to the lack of planning by the municipility to remove water. The drains are almost closed, then how water can pass through it? The pumping stations used for removing water does not work fully sometimes.
The position of the place is also important. Almost all the important cities are beside rivers or sea. If the water level of the river or the sea in moonsoon weather goes above the city, then none can prevent the city from logging water.

Undoubtedly it is YES.Municipal corporations in the country are really falling to deliberate the civic duties assigned to them.
In each such case a law is required for all elected member to pay a fine to a good amount say Rs.1lack for each incident & system may improve to avoid penal action.

they have to provide the infrastructure... out of the money they charge from the people as taxes and grants from the state and central governments...
