Keep the left mouse button pressed down on the ToolBar, and drag it to the bottom then release the left mouse button it should be fine

Right click on the task bar. Uncheck the Lock Task Bar tick. Drag and drop the task bar abck to the bottom of te scree. The lock the task bar again by checking Lock Taskbar.

Right-click on the ___TOOLBAR___ and unlock it (if it is locked) by unchecking the "Lock toolbar" option. Hold it in the middle (not the border) and drag it to the bottom of the screen.
