Revelation 018:006 Reward her even as she rewarded you, and double unto her double according to her works: in the cup which she hath filled fill to her double.

Revelation 018:007 How much she hath glorified herself, and lived deliciously, so much torment and sorrow give her: for she saith in her heart, I sit a queen, and am no widow, and shall see no sorrow.

cinu,

This answer is a bit long, but covers your question. It is taken from the book explaining all of Revelation. It can be downloaded for free from the website below. I read it and could not believe how Revelation was explained and unfolded before my very eyes:

Feeling remorse and deep embarrassment is a double punishment. Each of these feelings is unique in its type and intensity. One comes from previous actions, and can be outwardly forgiven by another, but the other cannot be forgiven, except by the one who experiences its intrinsic effects.

Those who do not treat others as they would want to be treated will suffer from this “double” punishment. Not only will they feel great remorse for treating others badly (“reward her even as she rewarded you”), but they will also feel embarrassed because of their ignorance when they thought they were doing the right thing.

...
Not only will the “selfish one” feel bad (remorse) for the pain caused to those who face the mill and grind (see commentary on “grind the face of the poor” on Revelation 13:14), but the embarrassment for thinking the cause was just and noble, when it has caused so much misery, will be much harder to overcome. Human beings would rather appear selfish than stupid.

...
The people of the earth have no remorse for what they do. They take that which is good and make it evil, and that which is evil they make good. Though the natural environment is being destroyed and consumed at alarming rates; though disparity and inequality run rampant in the course of dividing one class of people from another, those who cause these things sit in comfortable houses, drive expensive cars, adorn themselves with lavishness, and proclaim their happiness and deserved success.

When the truth is revealed how actions, desires, and lifestyles have affected the poor, the needy, and the downtrodden, and the One who is expressing this truth is recognized as a “God” that none can deny, then these actions, desires, and lifestyles shall be as “dead.” Those who lived contrary to the truth will “mourn,” not only because of what they have done, but also from the affects of their “double” punishment. The things which they lusted after and sought all the days of their lives, even those things which nourished their lives and brought them their perceived temporary “happiness,” will never be “eaten” again; thus, they will experience a “famine.” Truly they will be “burned with” knowledge of the truth (“fire”).

The punishment prophesied in cryptic terms in now immenent. It will occur when the faithful have been set apart from the sinners. The revenge you alude to here is the justice of God. There will be a judgment and it is already starting in the chapter of the Apocalypse (revelation). God will destroy the evil Babylon for its evil deeds. Justice of this kind belongs to God.
We today like to think only of God's love. But love in the full sense implies justice - right and wrong, as well.
Bablyon - the cryptic term for Rome - "I am enthroned as Queen" - referred to imperial Rome. The Queen of all cities on the earth at the time.
Pagan Rome was attacking the Christians. The great persecutions had already begun. In reading this book one must keep in mind that it is about past events as well as future events. The past events (persecution of Nero) are being used as figures for what will happen near the end of the world. The cryptic type was used because if the book was wrritten with the Rome in it, which was really meant, the book of revelation probably would never have survived to our day and many more Christians would have been killed.
Verse: 10 Mourn, mourn for this great city. Babylon, so powerful a city, in one short hour your doom has come upon you.
The Roman Catholic Church as overcome imperial Rome. It is now the center of the Church Christ founded.

These verses speak of the days of God's vengeance against the Church who have misled people with her false teachings. God's punishment also include the partakers of this false religion such as the popes/bishops/priests and those who have taken the job or work of deluding the people into believing that theirs is the true religion. The true faithfuls' cries have reached God in the heavens, cries that ask for His divine intervention that such a false religion should continue defying and deluding. For every faithful that have been deluded, double the punishment for her.

May God have mercy on us all.

It has to do with you reap what you sow. The whore of revelation is drenched with the blood of the saints and does not repent of her sins. God brings on the tribulation to rid the world of evil, and he isnt going to be nice with his judgement. It will be done after Jesus raptures out the Christians and evil is left on the world. Jesus comes down with the Saints in heaven to battle the beast and his followers. It will be a 7 year battle like none that have ever been seen on earth.

If you did read the chapter completly you will know that this talk about judgement of the evil people and sinners. 1After this I saw another angel coming down from heaven. He had great authority, and the earth was illuminated by his splendor. 2With a mighty voice he shouted: "Fallen! Fallen is Babylon the Great!
She has become a home for demons and a haunt for every evil[a] spirit, a haunt for every unclean and detestable bird. 3For all the nations have drunk the maddening wine of her adulteries. The kings of the earth committed adultery with her, and the merchants of the earth grew rich from her excessive luxuries." 4Then I heard another voice from heaven say: "Come out of her, my people, so that you will not share in her sins, so that you will not receive any of her plagues; 5for her sins are piled up to heaven, and God has remembered her crimes. 6Give back to her as she has given; pay her back double for what she has done. Mix her a double portion from her own cup. 7Give her as much torture and grief as the glory and luxury she gave herself. In her heart she boasts, 'I sit as queen; I am not a widow, and I will never mourn.' 8Therefore in one day her plagues will overtake her: death, mourning and famine. She will be consumed by fire, for mighty is the Lord God who judges her. 9"When the kings of the earth who committed adultery with her and shared her luxury see the smoke of her burning, they will weep and mourn over her. 10Terrified at her torment, they will stand far off and cry: " 'Woe! Woe, O great city, O Babylon, city of power! In one hour your doom has come!'

God Bless

This part of revelation appears to talk about judgment not revenge. Some believe it refers to, not just Rome, but the Roman Catholic Church, others believe it refers just to the City of Rome, or to a controlling demon and its acolytes.

God is talking about the U.S.. We and England gave authority to the beast, we brought Israel back to power as did the Catholic Church. And we committed adultery with Mammon, and the dragon as did the physical Church

"she" refers to the Antichrist and it's followers. This is very close to the end, as the NWO (New World Order) is about to be exposed.
