No, murder is a decision. We are born with the potential to murder, but until the act is performed, no one is really a murderer. That's why it would be wrong for a time traveller to go back and assassinate Hitler as a boy.

Everyone that is alive is capable of murder. I wonder myself what makes a person more likely to murder and someone else is not. But murder is kind of broad you have to narrow it down some.
A person that murders in the heat of passion is not the same as some one that murders after planning this out.
A person that plans a single murder and this is all they commit is not the same as a serial sexual murderer. A person that kills because they think they are doing their god's wishes is yet another kind of muderer. The state when it executes prisoners it is yet again another type of murder.
And the person that defends their life or goes to war is another type of murderer. So I think this question is far to broad to really be answered. And even if one were to narrow down this question I am not sure that an answer can be given beyond the fact that every human is capable of murder.
Which I find strange because the animal kingdom does not murder they kill for food, but it is rare to see a murder committed in the animal kingdom.
I did recently see however that certain chimps and monkeys will commit murder under certain circumstances. Which is really no surprise since they are our closet cousin in the animal kingdom.

Does God have you walk or have you drive there (as a toy)?
You use your freewill to decide do I want a yummy A&W root beer or do I say No (later you think that was a yummy A&W root beer).
I get tired of people saying (maybe not you) The PC crowd tells me I have to believe some sins are really born into someone.A murder makes a choice to kill or not to kill.A homosexual makes a choice to sleep with the same sex or not.An adulterer makes a choice to be faithful to their spouse or not.A lier makes a choice to tell the truth or lie again (maybe just for fun).Some people make a choice to hate the poor or to help them.God didn't change His mind or the bible 45 years ago just because the liberal PC people say so.

I've heard that there was a study done once on the subject. I'll have to see if I can find where I saw it.

But what it said is that many murderers tend to have violent tendencies from a very young age. They usually begin by killing animals in cold blood.

Sociopathic tendencies are generally not learned, but inherited from birth.

No. They make the choice to kill. Man has a Free Will to do good or evil. The choice you make determines where you spend ETERNITY.

From what I've seen in my line of work, I don't believe they are born that way, but some are pre-disposed to it. How's that for an answer, a definite maybe.

No. But there is a catch and its called free will. Our fallen nature is inherited from Adamic sin, that in itself is inescapable. We can choose to submit our flesh to God so that He can work in us to crucify the flesh from trangressing into sin. Or we can choose to let our flesh dominate our spirit, ultimately squelching it from having any form of conscience or moral compass. It is a constant inner conflict, but only through Jesus can we taste victory over this battle, ever time it is encountered. Without full surrender, repentance, submission to Him, our flesh will never submit to the divine Laws that serve to guide and protect our souls towards salvation.

No neither are rapists paedophiles and other sicko`s,they choose to do this evil and hide behind their defence that God made them this way,people are responsible for the way they live their lives.
