I think its imparting true and effective education. All other forms like donating money effects a single cause like poverty but education treats a great too many areas of problems.

This is evident from fact that the most underdeveloped countries are those which have a low literacy index.

By true and effective education I mean -

1. Not religious education that might bring him to hatred towards other or bias his mind in some direction but psychological education that will teach him to live at peace with his fellows no matter what the cast, color, or creed.
2. Education that applies to practical life of that particular individual. For example, teaching every student the mass energy relation ship (which is so often done in all schools) will do them no good until their aim is to become scientists (which are not many). But an education in bicycle repair to store house maintenance will help them to find a job.

Compared to education other forms of charity are like -
Give a man a fish a you feed him for a day, teach a man fishing and you feed him for life.
