Only for bluefin tuna fishing. For all other fish no. Saltwater fishing, nevertheless, is heavily regulated by state environmental agencies. There has been talk, however, about licensing saltwater fishing but it hasn't happened yet.

Where are you fishing the rules are different everywhere.In Florida as long if your not in a boat you don't need a license.The charter boats have a special boat license that allow non licensed fishermen on board, but if you going on a private boat you need a license.

inshore, yes. If you fish offshore past 9 nautical miles then no, for now. In texas they are passing legislation so that next year you will need a liscense for offshore fishing.

I fish for redfish and trout in Galveston and you do need a lisence. It's better to be safe and have one than to get caught.
