I watch 24 alot. And Jack elbows people in the back of the head.

Is that manouver difficult to execute?
Which area do I need to target specifically?

I would never teach this to anyone over the internet sorry. You need to have a certified teacher show you how to do this properly. That is the only ethical way to do it or you could kill or injure someone badly. remember tv is tv.

I would target the base of the skull with an slight upward thrust of your elbow and forearm (not just the tip of the elbow). You are not trying to cut your opponent, but knock them out. It would not be hard to learn if you practiced on an anatomical dummy for example. Just practice developing maximum power in your technique (use your hips) and try different heights also. Alternatively you might want to practice rear chokes as a backup or replacement - choking your opponent from behind and locking it in using both arms and if necessary both leg hooks to stretch them out.

Additional: Yes, I agree it would be better to take a class in self-defense, Krav Maga, BJJ, etc... to learn similar proven techniques... and learn from an experienced practitioner.

That part of your skull is very thin there and so the shock and impact is felt more easily by and throughout the brain. It can be executed from a number of different angles and it tends to make the person very slow, take their balance and coordination, and make it harder to think or concentrate. So the shock of getting hit there literally radiates throughout the entire brain. It is not allowed in MMA nor boxing and in boxing it is referred to as a rabbit punch when one fighter hits another there.

Right in the back of the neck striking it downward putting all your weight into it.
