Games! This is the age when you can search the board game section at the store and find something that they can play. Memory is great, Chuttes and Ladders, Wac a Mole, etc.
Books are great too...those that work on ABC's, 123's, colors, and shapes. Find out what characters she likes (Sesame Street, Dora, etc.) and go with that and get some books with that theme.

dolls are always good. Try getting her like a cabbage patch doll.
if not, get her some art supplies, like crayons or color wonder stuff.
Also, you can never go wrong with books!
How about some dress up stuff?
