What is the best underwater Camera for a rookie, and is there one that will do pictures and video?

Most underwater cameras are pretty poor land cameras. I suggest you stay away from these cameras and buy a separate underwater casing.

These days most big name brand compact digital cameras (sony, Canon, Panosonic) have a waterproof case that you can buy for around $100 ( I live in Japan so I'm not exactly sure of the price elsewhere). I would go to a store and see which camera you like best on its own, as most people have more opportunities to take pics outside of the water than in and then purchase the case for underwater use. There are cameras that are specifically made as underwater cameras, but they don't tend to work as well on land.

I heard that Olympus is good...I'm not sure which one tho. BTW, almost every higher quality camera has an accessory that you can buy for underwater photography, so don't base the purchase of a new camera only on the underwater feature :)
