No. You cannot will someone else into heaven. Each person must seek the blessings of Jesus on their own because it requires a repentant heart.

We don't know. Being Americans, we believe everything is individual, but Jesus wasn't an American, and God doesn't necessarily think that way.
By the way, I may be answering in ignorance, because "the sinner's prayer" doesn't mean anything to me -- all prayers are sinner's prayers, after all -- and I'm assuming it's some sort of confession and repentance.

it makes a difference to the dying person's soul if he had prayed with the person who was praying the sinner's prayer. that way, there is a possibility that the dying person had been saved.

It all depends. If the Holy Spirit gives them the faith to believe then they will be saved. If they are just rolling the dice just in case then it will have no more effect than saying some pagan chant.
Ephesians 2:8 For by grace you have been saved through faith. And this is not your own doing; it is the gift of God, 9 not a result of works, so that no one may boast.
Romans 10:9 because, if you confess with your mouth that Jesus is Lord and believe in your heart that God raised him from the dead, you will be saved. 10 For with the heart one believes and is justified, and with the mouth one confesses and is saved.
