I would use my old Photoshop Elements 2.0 which now appears to be free from:

Load a photo, use Image, Mode, Grayscale for black and white. Then Image, Mode, RGB Color – still black and white. First, or from another source, use a lasso tool to trace around required object, then Edit, Copy **. Click on BW photo window and Edit, Paste. The colored object will be pasted to the middle of the picture as a different layer. Select Move Tool to move it where needed, then select Layers, Merge Visible.
** first use Image, Resize or Image, Rotate etc. if necessary

Photoshop is the best.
Photoshop jr. is called Photoshop Elements.
There is no such thing as "good" free photo editing software. The pictures you're seeing were very likely edited in photoshop. Photoshop costs like $800, and you need a PC with horsepower (fast cpu + gigs of memory) to run it effectively.
You can download a starter version of photoshop from the adobe web site for free, they include it with abobe reader downloads. You can't do much with it as I recall.
I have Photoshop Elements - that costs <$100.

GIMP. It's the best. Download the latest version from its website. It's easy you'll learn how to the things you want to in just few minutes. Trust me it's the best. Better than PhotoShop and it's free! :D
