In MS Word turn on "superscript" for the character to be the "power of" character, under the fonts options.
If you want a button to turn it on and off on a toolbar because you do it often, go to TOOLS menu, then customise. Click the format button to left, scroll down the right hand list till you find "Superscript" and drag it to a place on teh toolbar you like.
Then type X (click the button) Y (click it again to turn it off) and you will have written X (to the power of ) Y correctly
In notepad, you can't it's a VERY BASIC editor only.

In word you can use format -> font and then use superscript for powers and subscript for base.
In notepad it is accepted to write 10^2 where ^ = shift & 6
Not sure what to do for base.

Like this:
x^y = x to the power of y
In word you can alter the font to make it look like how it's written.
