You will build muscle in your legs but it will level off soon, also you should take a rest day between runs to let your body recover. This program will mostly just shed bodyfat.
Try 45 minutes every other day.

Yes.

Eat only when hungry and not more than thrice a day. Nothing other than water in between. Include plenty of uncooked vegetables and fruits in each meal, preferably 50%. Chew each morsel at least 32 times to activate ur body to generate signals of hunger/fullness. Obey these signals.

Take light exercises and brisk walks regularly preferably twice a day.

U will achieve what u have not even dreamt and that too in a reasonable time. Do not be in a hurry.

I believe you will build up your muscles, especially in the legs, in fact most of the body. If you are thin you may not notice it as much as you want. If you eat high protein diet + all the nutrients your body requires you will build bigger muscles.
Weight lifting and specific exercises will build certain musles e.g. if you did weight lifting you would build up specific muscles, depending on how you are lifting. Running is not the best method to build ALL muscles.

Well, I do know this. But I'm not so sure, OK?

First, you kinda gain weight because your body's trying to get less tired from all the extra exercise (i dunno why. i guess it's so that you have something to protect you from body pain). Then as your body gradually gets used to running, you start to build up muscles in your thighs an calves. Then you lose weight. I'm not sure if this works, but if you want to build up a great figure, use supports for your waist, ankles, and knees.
