I feel the same way. It could be because,the legs look longer , the toes are more likely to be painted,and most of the time if a girl wares shorts she is going to take the time to shave her legs.

It's because it showcases one of women's better assets...short shorts and flip flops showcase legs and make them look like they go on forever.
