Jay is correct... it is chain slap.

Just take it to a shop and ask them to check your chain length, then if necessary shorten it. It should only take 1 or 2 links.

If it is making a ringing sounds, I don't think it's your rear derailleur. I suspect it is chain slap. This happens when the chain bounces around and hit the chainstay of the frame. You may need to shorted your chain a bit to produce more tension in the drivetrain.

Yep. Chain slap. I would also ask how many miles on the chain? Might be time for a new one.

You may want to try a chain tensioner that a lot of downhill riders use if this problem persists

I would say that's not OK. If you can change it yourself get another one, if not take it to a bike shop. Prices range from $20 to $200, and you get what you pay for.
