There are a few ways to go about this for a quick appetizer:
1. Buy shrimp that has already been cooked and deveined, defrost the shrimp, and serve with a pre-made cocktail sauce
2. Steam shrimp once you have deveined it until just a light pink color (do not overcook as shrimp become tough quickly)
3. Quickly saute shrimp for 3 minutes in a tablespoon of olive oil until just pink, cool down, and serve with cocktail sauce

You do NOT 'cook' shrimp cocktail ... you buy the small to medium shrimp already cooked and skinned. Make a cocktail sauce of ketchup and horseradish. Put the sauce in a bowl and put medium shrimps around the outside of the bowl, or mix the small shrimps in. Shrimp cocktail is READY to serve and eat.

Traditional cocktail shrimp are boiled after being cleaned of the legs and such. At that point, they are either served fresh (which is within a few days) or they have to be frozen (which you would then thaw and serve). Cheers.

get a pot of water, add lemon, garlic, black peppercorn, parsley, carrot, celery, onion, and salt. bring it up to a simmer, then add your shrimp. depending on the size, it shouldn't take more than a minute.
