Hear this out.
1) Is that just her "face?" Are you taking her natural "face" personally?
2) If it isn't her natural face, pin-point (to yourself) the "dirty look," exactly what she does.
3) You've only spoken about "looks." Does she deal with you respectfully on other levels? Is she civil or friendly otherwise?
4) Have you taken on responsibilities that she thought she may have been entitled to take on herself?
5) Do you have a better working relationship with co-workers than she does--or with the boss?
6) Have you done anything to promote aggression toward you? Be honest--no one has to know. Just ask yourself.
7) All things considered and answered in your own mind, you can always do this. Ask her, earnestly, and with no one else around: "Have I done something that has angered you?"
Tread lightly with this. Don't accuse. You've just sensed that she actually may have something to say and you would just like to put it on the table so that things can move forward.
A small work environment is tough. I wish you the best of luck. Make sure, though, first, that you think about anything you may have done. (You didn't state how long you've been there, pecking order, etc.)

She's picking up the same signals you are. Apparentltly she sees you misgivings about her on your face also. I found I was doing that and when I got to know the other person I found they were an anget of light inside. My natural enemy and my souls salvation. I would befriend her a tad and find the wonders in every human being. One person at work, thought, that I befriended would cut me once in a while. He was a variation on that theme. He was so hurting inside that I couldn't help but feel it sometimes. We feel their pain and ours. I wish I could have helped him. Maybe now that I know more I could, but at the time I needed more help myself. I still have compassion for his pain and compassion is love. If nothing else you both are in pain over each other. It can be healed by warmth and wisedom. I suspect that compassion is the missing ingrediant in etiquette and all rules. The letter kill, the spirit brings life, it's the love between the lines. A sweeky wheel needs oil or it will fall off and the cart be lost and the joy of work.

Report her. Inform your manager that the Kelly's actions are interfering with your work. Let the higher powers deal with it. And keep reporting her until she learns.
