I filed it through the mail and I was supposed to get money back. Turns out they never recieved it. Is it just as simple as re-mailing it, or do I have to configure it w/ a penalty? Do I even have to pay a penalty?

No penalty. Just re-file it. You will get your refund, plus interest.

Send them a copy with a cover letter. The return should be sent to the IRS office where you originally filed. You should offer any proof that you have that it was mailed (Certified Receipt). When you resend it be sure to send it certified. They will likely not assess late filing penalties. If you due a refund the other penalties won't apply because they are based on the tax due.

Make sure the cover letter says something like "immeadiately upon discovering that my return was not received I am resending you a copy..."

Be sure the copy has ORIGINAL signatures.

Just send them a copy. Since you have a refund coming, there wouldn't have been a penalty even if you hadn't filed it in the first place, and were just filing now.
