It boils down to the dpi of the raw image you are starting with. If you start with a 75 dpi image that is 3X5 and you convert it to1X1 or 2X2 you will find they are blurry.
The use of Adobe's Photoshop or CS2 or CS3 you have the ability to make your image over 15 different Formats. Remember Tiff Format is the clearest and with the least amount of loss in working with it.
You will also find that the use of this software is top of the line that all graphic design firms use. You can work miracles with this software not like some others. I know you have heard it but in this case it's true you get what you pay for. If you look around a little you might even be able to find a copy of Adobe's Photo Deluxe this was funished with almost all Printers and Scanners several years ago.
