All birds can be taught to like you, they just need to be properly trained. Usually, for young birds, it takes between 1 and 4 weeks to tame. When you go to the store, pick a bird that is very interested in you and is very active. This will make taming much easier. Here's some helpful information:

You can't really put a time limit when your getting a bird, it all depends on the bird. Young ones are the easiest to tame, but to get them really tame you have to spend ALOT of time with them. I spent at least one hour a day playing with my bird.
It's easier tameing a bird with clipped wings, so I would reccomend clipping it's wings when you first get it. But after it is tame, I think you should let it have a little freedom in the flying area.
Good Luck and I hope this helped!
PS- From what I've found, male birds talk better

Most pet stores will let you interact with the animals before you decide...try to find one that is not too scared of your hand. Just be patient...you have to handle the bird frequently and be gentle. They can actually be very loyal, affectionate pets (people mostly don't know that)...just don't give up or be too aggressive.

make sure the ground is well cultivated first, otherwise if its not deep enough you will end up with stunted birds-like midget budgies!id try throwing out the leftovers from the bottom of a cage, its usually a better recipe for mixed colours of birds..good-luck with this,as i only get mice!at-least you can teach the midget budgies to pole dance! :)

birds will not usually hate you right away, unless youve hurt them in some way so dont worry.
But if the bird is scared of you the first couple of days (maybe weeks) dont worry, this is normal.
Just let the bird warm up to you, dont rush the process.

If you get a younger one he wil learn to like you. You have a better chance with a younger one.
