Can you edit the question and be a bit more specific. Photoshop is without question the industry standard in image manipulation, but, its not magic. There is no button to push that is going to accomplish this.

If you are trying to do an overlay of some sort you need to drag both images onto a document, eg: go file>new>document, etc...

and then go file open and open both images. then drag them to the new document you created. Now, if they are the same size you will be able to adjust the opacity of the images so you can see them both.. Make sense?

I should add... the first thing to learn is the toolbar, then you need to tackle layers!!!!!!!!

for instance, when you drag the images over, you need to make sure you put them on separate layers or the changes you make will be applied to both images and we dont want this.

Its hard to be specific with out knowing what you want to do.
Paste an example or the images perhaps and someone can show you real quick. I am happy to explain stuff but i am not sure what I am trying to explain.

This function is done by Cutting and pasteing or you can do the more advanced Layers.
The easiest is to make sure the sizes will merge together and look natural. I prefer to under file choose New and this will give you the option to start with a freshnew page and you can then cut and paste as many images as you want to this fresh page. If you are unfamiliar with Photoshop you will have to expierimet and play with the suggestions I have given you.
