She will be offered cards when she is in college but if she needs one sooner she can get a secured card. Banks have them with fees and low limits. She would need to put money in savings that she can't spend until she closes the card so the bank takes no risk.
She can use a debit card to buy things and they are easier to get, it takes the money directly out of your bank account. She would need a cushion in her account because some place hold more money that the bill comes to so she could overdraft her account first.
If she is trying to buy things she doesn't have the money for she might be better off not having credit so she doesn't get into debt.

All of us at one time had no credit.
If people with no credit could never get a Credit card, how would anyone get a credit card?

If she has an income then its possible. There are also credit cards for people with bad/no credit. These cards are easier to get and help build credit history.

yes, just about anyone can get a credit card these days. actually i got a credit card so that i could establish credit. but make sure that you are able to pay things off soon when you make purchases. you don't want to just go crazy with a credit card. it isn't free money, you do have to pay it back.

There are a few different ways to do that. One way is to have a savings account at a bank like Wells Fargo, or Bank of America. They each offer a secured VISA. The savings account is used as collateral and as long as payments are made on time each month, the bank can release the savings.
I would strongly suggest avoiding places like Orchard bank or Household bank, or many of the banks that are advertised in junk email. Their interest rates are crazy and they get worse if a payment is late.

pre-paid credit cards would do the trick, they're basically a debit card but at least they'd start to build her credit up.
