It states my name was attached to the 6 digit ticket number, which was also printed in the letter, and it qualified for the 3rd prize category-a decent sum of money. I don't recall entering this sweepstakes nor do I live in the Phillipines.

It's fake. Inspect the check carefully to verify that it does not contain any hidden conditions which come into play if it is cashed. Then deposit it in your bank "subject to collection"; this will cause your account to be credited if, and only if, the check is properly paid. After that, use your judgment.

do not trust this. it fits the usual scam frame. they will at some point ask you to send money to cover taxes or costs or something. sounds like a scam.

Two major givaways that this is a scam.

They'll end up taking everything you have.

Destroy it.
