I just got a CZ52 Surplus Pistol from Aim Surplus and it almost always shoots low. It shoots about 2-3 feet low at 25 yards with surplus ammo. It appears to be in pretty good shape with good rifling in the barrel.
Is there anything I can do to make it shoot better? Do you think it might be the ammo?

No, it is not the ammo. I like the CZ52 and bought one for each daughter for a drawer gun. They fire one nasty round and are very reliable. The action is based on the German MG42 and is very strong; it has to be to handle the shelll it fires. The sights they come with are nothing to write home about though; you just have to use some paper and patience and find out what sight picture works best. On my personal CZ I find that a normal sight picture has me hitting low so I just keep the whole blade on top. I bought a dozen of the things at 89 bucks a pop, gave each of the daughters one, and kept some to play with. I have a gunsmith friend who is toying with one to see if he can put three dot night sights on it without the sights costing more than I paid for the pistol. It is really just a handheld thunderstick to have some fun with; it was never designed for target shooting.

Are you flinching? A lot of people flinch when they fire a firearm. Also the grip angle on a CZ52 will cause some shooters to shoot low, every time that I have seen a LEO shoot a CZ52 the first round hit’s the paper person in the manhood. The biggest thing to look for when buying a a CZ52 are the letters on the side VOZ and a date that tells you that it is one that was used and then rebuilt and the date that it was done. Some as do I feel that it is better to have one that has not been rebuilt and that they shoot better. I have one that has a VOZ stamp and one that does not the one without the VOZ shoots a lot better then the one with it. You need to find out if it is you or the gun. Here is what you do shoot the gun from a sand bag rest. Get a sand bag, form a V in the bag and rest your hand and gun in that V and aim at the target and fire, this will help tell you if it is you or the gun shooting low. Another thing you can do is REMOVE the firing pin place a laser bore sighter in the barrel and dry fire the gun at a target. If you do not have a bore sighter use rubber bands to hold a laser pointer to the side of the frame. Have some one watch as you dry fire and see if you are dropping you aim. You need to remove the firing pin as dry firing it with the firing pin in the gun will break the firing pin, maybe not the first time you do it or the tenth time you do it but one time it will they all ways do it. You need to have some one watch for you since if you are flinching you will close your eyes when you “SQUEEZE NOT PULL” the trigger. Also have some else shoot it and see what they can do with it. If all else fails take it to a gun smith. My unmarked unissued CZ52 will shoot groups of five inches or less at 100 yards so they are can be accurate.

it could be the ammo or the sights most likely the ammo those were military guns made in a hurry and the bullet to barrel fit is kind of sloppy safe to shoot but not realy known for accuracy you could try hand loads to get a better fit

My CZ52 shot high at 25 yards, but shot a lot better at 100 yards, I'd like to see the 5 inch or less group fired by someone here at 100 yards. I can get 5 out of 8 hits on the steel plates at 100 yards at my range, they're 12"x18". You may need to file the rear sights to adjust your aim point to impact point for 25 yards.

that's a really fun little gun, isn't it? they're having trouble with it in eastern europe, because it so easily penetrates body armour.
30 caliber round at around 1600 fps.
careful with surplus ammo, it's always corrossive, and unless you clean your gun religiously, it will damage the barrel.
winchester and sellior and bellot are the only two companies i use for tokarev ammo, and they're both pretty accurate and non-corrosive. they cost a little bit, but not really any more than good .45 ammo. i love my cz 52, just wish i could find hollowpoints. winchester used to make them, but not anymore.
they're more accurate than most military handguns, due to the speed of the round.

Chances are the weapon was simply never sighted in.

A fine cut file and a couple of minutes on the front sight blade will fix your prob.

File once, shoot once. Repeat.

When you get where you need to get to, stop.

Addendum to Idot below: You shoot 5" groups with a milsurp pistol at 100 yards? *THAT*, I'd love to see! Perhaps you meant *10* yards instead?

there is an after market rear sight made by (novac sights) they are windage andelevation adjustable also for that guy looking for hollopoint ammo wolf makes 7.62x25 80gr. it is devistating

try using some good quality factory loads from rem,win,federal or other good brand ammo. if this does not fix your problem then have a gunsmith check your sights and barrel for possible heat swelling.
