I think what they may be saying is,
#1) It's illegal to use fireworks in this State.
#2) You can buy as many as you want, if somehow that makes sense to you, but you still can't use them here.
I think the question should be: "How dumb is the consumer who goes and spends a lot of money on fireworks in that State where it is illegal to use?"

It seems dumb to the consumer but the fireworks people make money and the state makes money from the fines for illegally shooting off fireworks. Capitalist economy.

that's pretty stupid!!! In my state you are not allowed to buy the little snaps if you are under 18, but you can buy the 2 feet tall ones if you're 2!!

well it helps your state catch alot of tourist.
Not only does business make money but state collect taxes from business then fines from customers
