It's called fluid dampening.

The vibration energy that results from a head collision can be absorbed by the fluid in the inter-cranial space between your brain and the skull. It dampens that energy and spreads it around.

it hurts when i do... i shake my head hard when i think that it feels to filled up, i dont know how to describe that, but ya, i shake my head, and then it hurts alot. just like spinning around and around and around and around and around in circles does, well, it doesnt hurt but it makes you dizzy, and then if you just shake your head alittle after that then it hurts bad. but i dont know how well the layer protects your brain, sorry, you have some good answers for that part, im just telling you about the shaking your head part.

Of coarse. That is where you get the shaken baby syndrome. It's been proven head bangers do brain damage to themselves.

It helps cushion against normal shaking ex. running jumping etc. but shaking you head violently can either a.) snap your neck or b.) give you a concussion.

Have someone punch you as hard as they can.
It hurts, no?

Now both of you go underwater in a swimming pool. Have them punch you now, through the water.
Doesn't hurt so bad now, does it?

The water in your brain is kinda like that...

That's how children can die in shaken baby syndrome. They are shaken too hard and their brain is damaged.
