yes it is legal unless there is a town ordnance saying you can't check your city hall

it is completely legal, the amish are fine although it is sometimes dangerous. but i see horses (that aren't amish) go down my street all the time and i live in town.

Yes, it is legal, unless there are posted signs saying "Equestrian, Bicycles, Pedestrians prohibited." Of course they are prohibited from highways.
