it means your "exciting" him
he's playing with words. what he's getting at is that you turn him on and he wants to play hard to get to see if you'll continue. if you do, he'll see your gesture to continue "provoking" him
He's getting turned on by you and flirting because he WANTS you to provoke him into flirting more. By saying he's gotta stop flirting, means he wants to elevate the flirting into something more.

Stirring someones emotions, by continueing to pick on them, be it harmless fun digs or hurtful digs. Blonde jokes are a form of provoking towards girls with blonde hair. As for "smexy", if thats what you meant, is a pet love name, and you 2 sound like it's working well for you. Stay "smexy".

Well provoking means you encourage something. Since your sn is smexy you obviously know what it means, so its like you are encouraging him to give you compliments and flirt.

Rainbows have always brought a smile on my face...its a sign of optimism and joy when the sun shines in the horizon after a heavy down pour...i still remember during my school days i used to run towards rainbows trying to find out where exactly it is located and take a closer look at the beauty of nature. For me rainbows will always fill my heart with joy and happiness. Great Question !! TC!

Provoking is like tempting. If someone says something to get a reaction he provoked the reaction.

I think what he meant is that he doesn't want to do something that might make you have a certain emotion or response.
provoke= to serve as a stimulus for an activity or emotion
