If you give someone permission to drive your car for a specific time, and they don't bring it back on time, you can report it stolen.

You can call it in as stolen, but I doubt the police will do anything about it.
Unless it is the case than you lent the car for a specific trip/time, and the person did not return it for a prolonged period of time. If this is the case, the police might agree to file charges.

Depends. Did you loan them the car last week and they haven't returned it yet? If so, I would call that stolen.
If you simply loaned your car to a friend, and maybe they wrecked it, then, no.
What does Oklahoma have to do with it?
