No, but close.

According to the Texas State Constitution it is illegal to carry a pair of wire cutters in your pocket. Of course there is also a requirement of having spittoons every 50 feet on main street.

The Texas Constitution was written after the Civil War, part of the peace was that all the Southern States had to do so. This was the period of the Wild West and the Range Wars with people like Billy the Kid were the problems of the day. So the people who wrote it only took that in mind.

Once a law is written it is very hard to unwritten it. There have been several attempts to rewrite the Texas State Constitution, but they failed to get a 2/3's majority to agree on anything. So Texas uses the body of laws published after the Constitution was created and Federal Laws.

Texas isn't unique in this problem there are other states with other strange laws one state has even made it illegal to use any position but the missionary position for sex. Clearly that is not enforced, and is not relevant today.

If you were walking down the street at 3 am carrying around pliers, screwdrivers, or any tool commonly used to commit burglaries that you could get arrested and charged with Possession of Burglary Tools. They would have to be able to prove intent to use them as such, however.

Yes it's true. It's an old, archaic law that was never repealed. It's not enforced. Texas has a ton of these silly laws.
